Hello, I want to buy a new character slots.

I heard that if you add a key to your account (Factions for example), you add two more slots to your account (although you had faction). right?

Or I can only get if you purchase new slots one by one?

Factions and Nightfall add 2 more character slots each.

But, if you already have factions and nightfall, adding new keys to your account will not give you more character slots.

If you go to the ingame store you can buy character slots for $10 each. I don't know the maximum, I think it's 12.

The maximum number of character slots is definitely more than 12 - it's something like 35.

If you see someone write "12chars" in a guru post, they're not boasting how many in-game characters they have. It's because guru requires all posts to contain at least 12 characters of text. If someone writes a very short message, they'll often add "12chars" or similar at the end, to meet the minimum text length.
